The Education Bureau (EDB) will continue to implement the admission arrangements for K1 classes in kindergartens (KGs) for the 2020/21 school year (hereafter referred to as "2020/21 K1 Admission Arrangements") with a view to facilitating the smooth operation of the admission process of KGs and helping parents confirm early a KG place for their child. The EDB Circular Memorandum (EDBCM) No. 102/2019 was issued on 4 June 2019 to all KGs.

the “Registration Certificate for KG admission” (“RC”) from September to November 2019

Applicants register with one KG during the “centralised registration dates”
(i.e. 9 to 11 January 2020)
by submitting the “RC” / “AP”
and paying registration fee2

Applicants refer to the K1 vacancy information released by the EDB after the “centralised registration dates”
(i.e. from early February 2020)

|
1 If parents cannot present the “RC” / “AP” to the KG their child has been admitted to during the “centralised registration dates”, the KG concerned may not be able to complete registration for their child. Hence, parents are required to submit application to the EDB within the designated period.
2 If an applicant is admitted after the “centralised registration dates”, he/she is still required to submit the “RC” / “AP” for registration. If an applicant wishes to change school after registering with a KG, he/she is required to get back the “RC” / “AP” from the KG with which he/she has registered. Upon getting back the “RC” / “AP” from a KG, the KG concerned will no longer reserve the place for the applicant. Normally, the registration fee paid to the KG with which the applicant has registered will not be refunded.

According to the EDBCM No. 102/2019, KGs joining the KG education scheme should read carefully and comply with the admission guidelines issued by the EDB for KG admission, including provision of bilingual application forms and related information for parents’ reference. The guidelines have been uploaded to the EDB’s website alongside EDBCM No. 102/2019. When preparing the bilingual version of the related documents, KGs may make reference to the following templates which are for reference only. Individual KGs should prepare their school-based admission documents based on their operational needs.
6. Parent Seminars
The understanding and co-operation of parents are vital to the smooth implementation of the admission arrangements. Therefore, we organized 25 identical seminars for parents in July 2019 to explain the workflow and points to note regarding the "2020/21 K1 Admission Arrangements". All the parent seminars were completed.
